Born on September 9, 1976, in Chelyabinsk.
In 1994, Pavel Grebtsov graduated from the Chelyabinsk Legal School of the Ministry of Social Protection of the Russian Federation, majoring in Law and Accounting in Social Security; in 1998, he received a bachelor’s degree in Management from Moscow State University; in 2000, he earned a master’s degree in Management from the Plekhanov Russian Academy of Economics.
He started his career in 1999 at the Ministry of Economic Affairs of the Russian Federation as a 1st category specialist of the Energy and Energy Supply Department.
Beginning in 2000, he worked for energy organizations such as the Federal Energy Commission of the Russian Federation, EuroSibPower-Engineering, EN+ Development, and MOESK, with his career progressing from a chief specialist of the Economic Analysis and Internal Tariff Examination Unit of the Division for Economic Analysis and Pricing Policy Fundamentals to the Director of the Strategic Planning and Tariff-Setting Department.
In 2011, he was appointed as the Deputy Chairman of the Regional Energy Commission of Moscow and, later, the First Deputy Chairman and Chairman.
In February 2018, he joined ROSSETI as the Director of the Tariff Policy Department. From October 2018 to August 2019, he was the Deputy Director General for Economic Affairs of ROSSETI; from August 2019 to April 2020, he worked as the Acting Deputy Director General for Economic Affairs and Finance of ROSSETI. In April 2020, he was appointed as the Deputy Director General for Economic Affairs and Finance of ROSSETI.
In May 2020, he was elected to the Management Board of ROSSETI.
