The meeting took place ahead of the North Caucasian Federal District Working group on fuel and energy complex meeting with the Government commission on social and economic development of the North Caucasian Federal District.
The Heads discussed consolidation of power grid assets on the territory of the North Caucasian Federal District, setting of economically justified plans, as well as the state of implementation of measures to modernize the power grid complex.
Reminder: in accordance with the Resolution of the Government of the Russian Federation the long-term period to manage ROSSETI subsidiaries, providing services on the territories of the North Caucasus and Tyva Republics has been prolongated until December 31st, 2027.
Due to this subsidiaries of the power grid complex in the North Caucasian Federal District will get the funding source to implement the power loss decrease program. The Company plans to start making profit by 2023 under condition of fulfillment of all goals to decrease losses at all operational branches and enterprises and by 2027 it plans to give up electric power price subsidies for consumers.
The implementation of measures on introduction of an effective system for mutual settlements on power supply services for single financial operators and preparation of single payment document was also discussed at the meeting.
The mutual settlement system is planned to be introduced in all North Caucasian Federal District entities this year, Sergei Chebotarev noted. Pilot projects are being implemented in 5 districts currently: Kabardino-Balkar Republic, Dagestan Republic, Republic of Ingushetia, Karachay-Cherkess Republic, Republic of North Ossetia-Alania.
Pavel Livinskiy, in his turn, told the minister about the upcoming extensive exercises, taking place from June 20th to August 20th on the territory of the Dagestan Republic. Overall, almost 2 thousand employees from ROSSETI subsidiaries, as well as 631 unit of specialized machinery, will take part in the event.
"Our key goal is to hold joint exercises on operation during elimination periods of operational breakdown, caused by unfavorable external factors, as well as implementation of measures to prevent contract-less and unaccounted use of electric power" - Pavel Livinskiy stated.
Specialists will hold real works on working sites. More than 600 km of unshielded wires will be replaced for self-supporting, insulated wires and more than 7 500 electric pylons will be replaced as well. The ROSSETI group will also install about 18 thousand "intelligent" metering devices.
These measures will significantly increase reliability and quality of electric power supply, as well as cut power losses on the territory of the Republic.
