Mikhail Rasstrigin graduated from Ivanovo State Power Engineering University in 2005.

From 2006 to 2007, he was a business analyst of Constellation of Energy Solutions.
From 2007 to 2008, he was a junior analyst at the Analytical Department of Deutsche Securities.
From 2008 to 2017, he was an analyst, Utilities, and the Head of Power at the Analytical Department of VTB Capital.
In 2017, he became the Assistant Minister of Economic Development of the Russian Federation.
On December 14, 2017, was appointed as the Deputy Minister of Economic Development of the Russian Federation.
